President Barack Obama speaks at Hankuk University in Seoul, South Korea, March 26. Obama discussed his Prague agenda to stop the spread of nuclear weapons and seek the peace and security of a world without them.
Updated 12:35 a.m. ET: SEOUL – President Barack Obama’s speech at a university that prides itself on diversity and “producing numerous CEO’s and outstanding diplomats” was billed as an update to his comprehensive nuclear energy and nuclear security agenda he set forth in Prague in 2009.
However, even with strong words directed towards North Korea, his commitment to as one White House source put it, “reduce America's nuclear weapons and the role they play in our national security strategy” could prove to be fodder for his Republican rivals back in the states.
The president said he believes the United States has a “moral obligation” to act and lead the world in reducing nuclear stockpiles. He continued, “I say this as president of the only nation ever to use nuclear weapons. I say it as a Commander-in-Chief who knows that our nuclear codes are never far from my side. Most of all, I say it as a father, who wants my two young daughters to grow up in a world where everything they know and love can’t be instantly wiped out.”
He announced that when he meets with Russian President-elect Vladimir Putin in May he plans on discussing taking steps so that both Russia and the United States reduce, “not only our strategic nuclear warheads, but also tactical weapons and warheads in reserve.” The president said such a step would have never been taken before. It is also a step that is sure to be pounced upon by rivals who already see the reductions he is calling for in defense spending as a sign of weakness.
The president also boasted about steps taken in the last few years to “reduce the number and role of nuclear weapons in our national security strategy” and derided the Cold War stockpiles as being ill-suited for combating the type of terrorism America faces.
But while pushing a message that the United States has to lead the world on reducing nuclear weapons and materials throughout the world, he took time to speak directly to Pyongyang about the choice the North Korean leaders have if they continue to provoke South Korea and the rest of the world.
Obama: North Korean rocket test would isolate regime
Echoing his comments from a press conference yesterday he said, “your provocations and pursuit of nuclear weapons have not achieved the security you seek; they have undermined it. Instead of the dignity you desire, you're more isolated.”
He continued, “There will be no rewards for provocations. Those days are over. To the leaders of Pyongyang I say, this is the choice before you. This is the decision that you must make. Today we say, Pyongyang, have the courage to pursue peace and give a better life to the people of North Korea.”
President Obama visited the demilitarized zone between North and South Korea and said China should rein in its communist neighbor. NBC's Kristen Welker reports.
The reports that North Korea has moved a long-range rocket to a launch pad this weekend, that could be used to carry a nuclear weapon is just the latest provocation that strained new talks between the US and North Korea.
And once again the president seemed to call for the North Koreans to call for a different way of life:
“This much is true: The currents of history cannot be held back forever. The deep longing for freedom and dignity will not go away. So, too, on this divided peninsula. The day all Koreans yearn for will not come easily or without great sacrifice. But make no mistake, it will come.”

The speech at Hankuk University comes right before President Obama is scheduled to meet with the leaders of Russia and China where the thorny issues of North Korea, Syria and Iran are expected to be discussed. Later in the day he will attend the beginning of the international Nuclear Security Summit. The summit includes 53 countries and four international organizations that have pledged a commitment to securing nuclear materials around the world.

To the people who are worried by the prospect of reducing the number of atomic weapons in our stockpile, provided the people who are our potential enemies do the same,n let me state the truth. If we cut them in half, we could still destroy every city, and military base they have. I have a gun or two around the house. However, once I have one in each hand, more aren't going to make me better able to defend myself. As for the National debt we've accrued over the past three years and change, the vast majority of it is directly due to the mess President Obama inherited from Presindent George W Bush.

I have believed my whole life that the best way to spur the economy is to lower taxes, and still do. It's hard to spend money that creates jobs in every industry when Uncle Sam has it, and blows it on things like a $5,000 screwdriver.

It's public knowledge in Oak Ridge, TN. They are building a giant uranium processing plant there. It's been going on for the last six years. Now Obama is asking for another $340 million to keep it going for another year. That is only the design phase. The plant is scheduled to be on line in 2020. Just think how much more money that will take? And he has the nerve to tell the Koreans he is downsizing out stockpile. Liar. liar, pants on fire.
Uranium enrichment...it's not just for weapons anymore...
it isn't clear that is a "lie"...we're not getting out of nuclear weapons. And that money seems to be to keep current facilities modernized, which isn't inconsistent with what obama said: "Federal officials cited the increasingly deteriorated state of weapons-making facilities at Oak Ridge for making UPF a priority. Parts of Building 9212, Y-12's hub for processing bomb-grade uranium and manufacturing warhead parts, date back to the World War II Manhattan Project."
how is keeping our existing facilities current inconsistent with what he said? Weapons are getting more and more sophisticated and expensive to maintain, even with fewer of them.

Every politician under the sun criticizes the oppostion for spending too much. Look at your soon to be nominee, he rails against Obamacare and yet his program in Massachusetts was the cornerstone of Obama's health care plan.
The GOP made a consiouse decision from day one to oppose ANYTHING Obama tried to do. I don't see the hypocrisy in his decrying the Bush tax cuts, he's tried to raise them on the rich and again, did not have the votes. Besides which, Obama knows the meaning of the word "compromise", something completely foreign to the Right.

As someone already pointed out, the Iranians said the same thing. Defenders like you say the plant is for upgrading current stockpile, but the reality is once built, it can easily be used to enrich more uranium in addition to what we already have. The Koreans nor the Iranians will buy that.

Global Weapons Stockpile Growing
In 2001 an estimated 639 million small firearms were held by the police, the military, rebel forces, and individuals worldwide, reports Small Arms Survey 2002, a UN-supported study. "This is at least 16 per cent greater than previously estimated," notes the Survey. Moreover, the global stockpile of small arms grows by roughly 1 percent each year through new production. Presently, pistols, rifles, mortars, and shoulder-fired rocket launchers are produced in over 98 countries worldwide by at least 1,000 companies. According to the report, "the [total] value of global small arms production, including ammunition, in 2000 . . . was estimated to be at least USD 7 billion." Between 80 and 90 percent of the global trade in small arms is legal, with the largest number of firearms (59 percent) belonging to civilians.

OBAMA RAILROADS THE AMERICAN VOTERS OVER OBAMACARE
Hi Greg has Obamacare given you an option to obtain coverage that is reasonable?
Do you know how much Obamacare will cost you or me or employer groups or what the terms of coverage will be?
Each state is left to establish whether that state will participate in the Obamacare Pools or if that state will offer an alternative plan and not be a part of Obamacare.
The premiums of Obamacare are so high anyone with preferred coverage now would not want to switch to Obamacare so only the uninsurables will go into that plan.
This will create adverse selection and will bankrupt Obamacare in 10 to 20 years or sooner. The premiums will have to be increased to pay for the adverse selection of the participants.
This is not a well thought out concept. This law was passed without evaluation by all of Congress because they did not give time to read & analyze the law before putting up for vote.
Any law this important should be well evaluated, before voting into actual law, by the voters FIRST for approval.
Congress or the President should have NEVER tried to RAILROAD OBAMACARE ON THE AMERICAN PEOPLE.
I believe this law will not be constitutionally approved as written.
I believe a republican will win the presidency this Nov and will overturn what is left of Obamacare.
I believe Obamacare will kill Medicare and Medicaid programs that work well in those states where they are administered properly.
I believe the American Voters DEMAND and have THE RIGHT TO VOTE first on weather VOTERS want this law to be implemented; before Congress and the President RAILROADS OBAMACARE onto the American Voters without proper evaluation or approval.
If your income from unemployment drops then you should be able to qualify to be covered by Medicaid through social security, which should pay 100% but you have to fill out the papers to get on Medicaid.
This is not a democratic solution without the voters approval of the law before enforcing.
Obama is too sneeky to pass this Obamacare Law so quicky that no Congressmen had a chance to evaluate and debate this law; then why did the Democratic Controlled Congress allow it?
Voters do not and should not trust this sneaky OBAMACARE RAILROADED on the American People.
America needs an Assigned Risk Medical insurance Plan that allocates un-insurables coverage with preferred insurance groups including self insured, federal govt employee and military medical groups; to apportion coverage for un-insurables based solely on the number of enrollees, not based on dependents.

RENEE: I'm not "blaming" Reagan for anything. I'm only comparing what Reagan did to what Obama did. The Right had no problem when Reagan wanted to reduce Nukes but does when Obama speaks of it. Why is that comparison not valid. What difference does the length of time since Reagan was in office make? How does it diminish my argument?
