As world leaders meet to discuss Somalia, there is evidence of a growing threat to the U.K. from the war torn country's militant group al-Shabab. NBC's  Rohit Kachroo reports.
NAIROBI, Kenya – Staring directly at me with glazed eyes were two young men whose anguish says so much about the pure evil of al-Shabab, the Somali Islamic militant group.
The pair had escaped from Mogadishu, the Somali capital. One of them was a 19-year-old who, as a boy, was accused of stealing a piece of bread. He lifted the dangling sleeve of his shirt to reveal the punishment dealt out by his accusers, a group of al-Shabab fighters: His hand had been cut off. Not only that, but one foot had been cut away, too.
Sitting next to him was a baby-faced 21-year-old. He was a lowly laborer who was accused of being a senior government spy. He was told that he had “spoken too much,” so a militant henchman sliced away part of his tongue. Today he struggles to speak. To shield another wound, on his neck, he wears a dirty bandage which hasn’t been changed for the past week because his family cannot afford medical treatment. Without such help, his father told me, he is unlikely to live for more than two months. (The names of the two men are being withheld to prevent reprisals against them.)
Sadly, these types of atrocities are typical of al-Shabab. It is the reality faced by those unlucky enough to live in the lawless areas of
Somalia that they control. Somalia has been without a functioning central government since 1991.
Worryingly, the Somali insurgents formally merged with al-Qaida this month.
World leaders pledge help
On Thursday, international leaders, including the U.K.’s Prime Minister David Cameron, U.S. Secretary of State Hillary Clinton and U.N. Secretary-General Ban Ki-moon, met in London to try to address the multiple problems faced by Somalia, arguably the planet’s most anarchic state.

A local attempt at a reproduction of the British flag is pictured flying in the southern area of Mogadishu on Thursday. Hundreds of police and security personnel were deployed in Mogadishu's streets ahead of a high level London conference on Somalia's security situation.
"For two decades Somalia has been torn apart by famine, bloodshed and some of the worst poverty on earth," Cameron said at the conference. "If the rest of us just sit back and look on, we will pay a price for doing so," he added.
Cameron warned that Somalia's al-Qaida linked militant group al-Shabab could export terrorism to Europe and the United States, with dozens of British and American citizens traveling to Somalia to train and fight with the Islamists.
Piracy, kidnappings, extremism, foreign infiltration and hunger. It is difficult to know where to start. Which of these many problems should take priority?
Biggest threat? Foreign fighters
I asked the Mayor of Mogadishu, Mohamed Ahmed Noor, a popular and optimistic man who returned to his native land after spending many years running an internet café in north London.
“It’s the foreign fighters” he said.
According to estimates, there are as many as 200 foreign nationals fighting with al-Shabab in Somalia. One former insurgent, currently in hiding, recently told me that he was certain that Americans had traveled to Somalia to fight with the militants, and that he personally knew of “six or seven” British fighters in the Mogadishu area who specialize in high explosives.

Not only do these fighters threaten Somalia. The mayor pointed out the danger of those militants returning to their own countries with terrorist techniques learned in Somalia. He believes that the Western powers need to fix this failed state or risk attacks in their own territories. “It’s a training field here so they may train here and go back…we are in the same boat,” he said.
At the London conference, the leaders praised some signs of progress – pirate attacks are down and al-Shabab has been mostly driven out to Mogadishu by the African Union peacekeeping mission. The leaders pledged new funding to support political and military measures to fight al-Shabab militants. They agreed to a seven-point plan vowing more aid, and help fighting terrorism and piracy.
The people of Somalia, such as the two men I met in Kenya, are hopeful that the plan brings success and peace.

It's hard to have any sympathy for these people, but you have to put yourself in their place. What would you do if your country were taken over by religious extremists with guns? (And no, the Christian right doesn't count.) Could you fight back? Would you? Say goodbye to your family and livelihood if you do. Same if you try to run away. I feel sorry for them, but I don't see any way to help them except by massive international intervention, and no one has the political will or the money for that.
Why does the Christian Right not count? Just curious, cause there are plenty of extremist groups in the US who consider themselves Christian.

I agree with S. Ulmer, as harsh as it seems. They really need to learn to take care of themselves and their own problems. I must agree. We gave Central America Ford Tractors to modernize into the 20th Century. They farmed, the tractors broke down and they had no idea how to perform repairs nor upkeep. The Berlin Wall fell. We tried to bring East Germany and parts of Europe that were WARSAW Pact Countries into the 20th Century and it caused Wars and Economy decline for much of the rest of Europe. Islam, like any epidemic, needs to be isolated and allowed to consume itself.
The problem in Somalia is the complete absence of a functional government. The alleged government is powerless and is little more than a toothless old dog that barks forlornly as the country gets worse and worse. The situation has become so bad that the only way it is ever going to be fixed is by very harsh military action.
This is how you do it. Confiscate all weapons except for police and military. Anyone found to be armed after a very brief amnesty is executed on the spot. Anyone found to be aiding or abetting the lawless elements is executed on the spot. Any foreigners found in the country without proper travel documents are executed on the spot. Any clergy found to be inciting militant action are executed on the spot. When all is said and done, you will have a very bloody spot and no more problem.
These are certainly draconian measures but if unwaveringly applied, they will get rid of these murderous scum as well as their support network. If you are not willing to go to these lengths, then you are doomed to fail since this cancer is too deeply entrenched to be removed by lesser means.
AG99 - I would certainly put the KKK in the same league as Somalia. There are others as well (Army of God, Hutaree, etc.). People in the West like to think this only happens elsewhere in the world, but in reality we have our own fair share of religious/political fringe fanatics, and they can be just as deadly. Theirs just are more active at the moment.
But I do agree with your main point - leaving them alone to their own devices is not going to solve any of those problem spots in the world. On the other hand, nobody has the political will and/or money to really deal with it. So damned if you do, damned if you don't.

The Roman Catholic Church alone, over just the 300 - some years of several Inquisition's, killed over 5 million women, men and children. If you add to that all the other examples of Christians killing non-believers, even by the most conservative estimates, that figure more than doubles. This makes Christianity the bloodiest religion in history.

Some places are just beyond hope or repair, and Somalia is clearly one of them. Decades of intervention have only seen it go from bad to worse. The best thing the international community could do would be to just seal off the borders and leave them be.

We didn't get anything handed to us in Mogadishu. A mistake was made which led to a rescue operation, which led to a full-on engagement with thousands of militia. Our special forces mopped the floor with them during the recovery efforts. It should have never happened in the first place, and was a media @!$%#-storm, but the fact that it was one of the most one-sided engagements ever is undisputed.

Let them all go the way of their religion and die in the process, we must not interfere again. The act of a few who happened to be Christian doesn't mean the all of Christianity are murders. The acts of a group hundreds or thousands of years ago have no relevance to the discussion now. Before you spout off with your hate of Christians, for whatever non obvious reason, you should consider where you would like to live. If you live in the United States you are most likely living among Christians. If you feel that Christians are as bad as the Muslims in Somalia or Afghanistan or Saudi Arabia or the list goes on, then you wouldn't have any concern with moving to those countries. Where are you going to live R-sticker? Put yourself and your family where you mouth is! Don't think for a minute that because you're an atheist that your'e going to get a free ride. This is a response to the "Christianity is as bad as Islam" argument. I believe that argument is uninformed at best.
Agreed, there are Christian terrorists, and obviously there are Muslim terrorists. But that fact does not a comparison make, There is no correlation, unless you wish to correlate the past with the present. The Crusades are old news. Good or bad, they are 1,000 years in the past, and if I am correct, no longer Christian doctrine. Jihad is now, and still Islamic doctrine to the core. A few Christians argue that they must defend some principle of their religion by killing "offenders," for example an abortion doctor. A whole bunch of Muslims--because it is their doctrine--make the same argument, for a much broader spectrum of supposed "crimes."
Here's a personal anecdote. My wife and I are agnostic. We belong to no religion, attend no church. When our now-adult children were growing up, we advised them that religions exist, and told them that they were free to investigate, and at their discretion, join any religion if they chose. Our daughter went to a Christian church with a friend. After the service, that friend asked our daughter if she was going to join that church. Our daughter demurred, declined to make an immediate commitment. Her friend, with a smile on her face, said, "If you don't join our church, you're going to Hell."
I thought that remark was a bit over the top, but it was perhaps better than what a Muslim response might have been.

Allen Hoof - my only point is that any people of any religion can use their faith justify dastardly deeds. Yes, the Crusades were a long time ago. KKK was not so long ago. Hutaree was very recent and may still be active for all I know. Army of God is current. That's just a few. People who say that Christianity is a religion of love and peace apparently have a memory lapse, because this religion is and has been used for hate, just like every other one. And it is still being used as such today.
One may argue that Islam seems much more active today in hate-based activities than Christian-based groups. I won't deny that. More active, not the only active groups. Cultures change over the years, it is true. In the past, Christianity was much more active as a religion of hate. In the past, Islam was more known as a religion of tolerance.
Nothing says it won't change again, and it almost certainly will. Why? Because these conflicts are not really based on religion. Religion is used by the leaders of conflict, but the conflict itself is political. People who say that this is a religion-based conflict are playing right into the hands of those who are actually behind it.

to chairs and then brutally murdered them. According to Muslim witnesses, the

Christians and making sure that each one of their targets received the most
horrific death."
The killing of non-Muslim humanitarian workers by
devout followers of Islam occurs quite often. The executions are not usually
celebrated by Muslims, but there is rarely if any outrage expressed over
slaughter in the name of Islam by a community renowned for its
peevishness.

This reminds me of the genocide and atrocities of the Khmer Rouge in Cambodia. The world sat back and watched that too until the Vietnamese moved in to stop it.
The world should not sit back and watch these things happen, but the operative word is the "world." That does not mean the US alone, or the US with a few troops from other nations that we bribe to give us cover.

Unfortunately I'm sure there are plenty of children in Somalia who are forced to suffer because of this mess over there. They are the ones I feel sorry for. A child should not have to endure these kinds of atrocities.

The progression of History is one culture learning from another. The men you name above learned a lot of, how to conquer a nation of people and genocide by reading World History, with a big side order of American History. It's not an opinion, it's written History, read it.. some mention a Peaceful religion, when did that happen, and what name does it go by ? When humans have no compassion for another regardless of the luck of the draw of where they are born, it's sad.
The United States needs to back off from excessive meddling. There's a time and a place for it, and for varying levels of support.
We are supporting the African Union, and undoubtedly special operations troops are in Somalia hunting Al Qaeda. I don't think any Americans remain opposed to the counter-terror mission. The problem is that any military forces in Somalia may get sucked into clan warfare, even if taking out Al Shabab requires picking one clan over another.
For example, we encouraged the Shia and the Kurds to rebel against Saddam. They did so, and we didn't support them, even though the Iraqi Army and RG would have folded like a house of cards. Instead, Saddam lived for another ten years, and we had to invade Iraq in 2003, spend a trillion bucks and send back five thousand soldiers to Dover AFB and tens of thousands into the VA.
In that sense, we should've invested in 1991 to avoid paying in 2003. Or if you believe that Iraq had something to do with the WTC attack, then I would tell you that if we had taken out Saddam in 1991, there would have been no 2001. WMMV.
Let's look at Rwanda and early Yugoslavia. Plenty of dead people because we refused to back our peacekeeping operations overseas to the hilt. Then there's Somalia, which was actually involved a fair amount of army and marines; and the initial phase of restore hope was very successful until the United States pulled out and handed things to the UN. Things went south, Task Force Ranger went in, and the rest is history.
Anyways. It's easy to say this isn't our fight. However, it's naive to think we won't feel the consequences of leaving them out to dry. For actions, we shoudl continue to support the AU, and maybe open a second front coming in from Kenya. We must crush them and trust that Somali expats can come home and attempt to restore working government.
And in Syria, we should supply the rebels. And if we cannot, then we can settle for a blockade of Syria. If China and Russia cannot resupply the Syrian war machine, it must grind to a halt. However, it would be nice to settle the Syrian matter a little faster. Civilians are dying, after all.
To me, Somalis are worthless. They are infesting the upper Midwest and bringing their problems and backwards way of life with them. They recruit "fighters" here in the US and send them back to Somalia and the women pose as charity workers collecting money for a charity and they are really collecting for family back in Somalia. Most of them live off state assistance and send that money back to Somalia. So in a sense, we are helping them.
It is not the Somalis that are worthless, it is the extremist Islamic criminals.
Whats worse is some people will give up life in USA or other good stable Western nations to join a militia halfway around the world. How do you apply for a job like that. Do you send them your Resume.

The important part of what Mark is saying is that the "1st and 2nd world" has been trying to help the 3rd world for a hundred and 50 years. They absolutely will not help themselves. It is not important that Mark "doesn't care". It is important that the Somalis don't care. There is no helping them until they decide they are through with poverty and ignorance and begin to pick themselves up.
People imagine themselves to have powers they do not. Humans are not powerful enough to alter the climate or turn poverty into prosperity. Pouring money into Somalia, or any other hell hole will not alter the lives of their people. The oil-rich middle eastern countries have the ability to have riches beyond imagining if they would simply throw off their oppressors (themselves) and pick it up a little. Somalia is no different.
The same commercials on the TV with little tortured faces with flies crawling on them have been running for 50 years straight. Billions have been poured into central Africa. There are more poor, more diseased, more ignorant, more warfare and more suffering victims than ever.
Let's try something else. Sending birth control would be a good start.
