Chinese ban on export of crucial minerals expands to U.S.

BEIJING – China reportedly has halted the shipment of rare earth minerals to the U.S., in the latest sign of heightened economic tensions between the two super powers.

The rare earth minerals ban, first reported by the New York Times citing anonymous industry sources Tuesday, rattled investors and politicians who fear the Chinese are using their dominance the industry as a form of economic warfare.

Rare earth minerals are used in a wide variety of commercial and military applications ranging from precision guided smart bombs to efficient light bulbs to clean energy technology. It is said that over 50 pounds of rare earth metal can be found in a Toyota Prius automobile alone.

And China now controls an estimated 95 percent of the world’s supply of the precious raw materials.

Beijing quickly denied the reports that it halted exports Wednesday.

"Reports in certain media that China will continue reducing rare earth export quotas next year are entirely groundless and this is purely a mistaken report," China’s commerce ministry said in a statement, Reuters reported.

"China will keep supplying rare earths to the world, but will also continue imposing restrictions on the exploitation, production and exports of rare earths to protect these depletable resources," said the statement, adding that any limits would abide by global trade rules.

Dangerous monopoly
Whether or not the ban on exports to the U.S. is true, the fact that China could use its dominance of the world’s supply of the raw materials to project its power has raised alarm bells.


At one time, the United States was self-sufficient in its extraction and manufacturing of rare earth metals, but ceded much of that production to China during the 1990s.

A recent study by the U.S. Government Accountability Office confirmed the shift to Chinese dominance of the industry in chilling terms. “The United States previously performed all stages of the rare earth material supply chain, but now most rare earth materials processing is performed in China, giving it a dominant position that could affect worldwide supply and prices,” the GAO report read.

There are fears that China is now beginning to use their dominance of the industry as a blunt diplomatic instrument.

Just last month, Japan was slapped with a similar rare earth ban after the high-profile detainment of a Chinese fishing boat captain.

China has denied that it banned shipments of rare earth minerals to Japan. But it seems a de facto ban is in place since China has subjected rare earth shipments destined to Japan to a battery of pre-shipment checks that has grinded shipments to a halt at Chinese customs offices.

Paul Krugman, the New York Times op-ed columnist, called attention to the incident with Japan earlier this week, writing that he found the incident “deeply disturbing” for what it says about both the U.S. and China.

“On one side, the affair highlights the fecklessness of U.S. policy makers, who did nothing while an unreliable regime acquired a stranglehold on key materials. On the other side, the incident shows a Chinese government that is dangerously trigger-happy, willing to wage economic warfare on the slightest provocation.”

He wrote that China’s control of the industry has resulted in “a monopoly position exceeding the wildest dreams of Middle Eastern oil-fueled tyrants.”

Trade war?
The alleged export ban appears to be just the latest salvo in an escalating trade war between the U.S. and China.

Chinese custom officials reportedly began imposing restrictions on the export of the minerals on Monday morning, just hours after Zhang Guobao, a senior Chinese economic official, declared the U.S. “cannot win this trade fight,” during an unusual news conference on Sunday.

Zhang, vice chairman of China’s National Development and Reform Commission, was chastising the U.S. for an announcement that the United States Trade Representative’s office would investigate whether or not Chinese subsidies of manufacturers of green technology such as wind turbines, solar energy products and fuel-efficient vehicles is in violation of international trade rules. The dispute could escalate to the U.S. filing formal charges against China with the WTO.

Though the rare earth minerals ban and Zhang’s statement cannot be definitively linked, the announcement follows a pattern where China has used economic means to punish nations that have pursued policies deemed anti-Chinese by Beijing.

Sounds to me China is being a bully. What the US ought to do is pull out all businesses and start making things in the US again. As for this mineral, the article stated it was being produced here until the 1990s. Well, produce that stuff here and give the Chinese the one finger salute under the table.

The last US producer was closed in 2002 due to environmental issues. The USA was the Worlds largest producer from 1960 to 1980. The USA currently has 13% of the Worlds reserves in rare earths and China only has 36%, but they produced 97% of the rare earths used last year.

IMO - Let China use their reserves, keep ours in the ground. Ha! Ha!

Russia has already said they would use Military force to protect their claim to the Arctic Circle and the natural resources contained there. China is currently in a dispute with Vietnam, Taiwan, Japan, etc concerning Islands and the oil/NG in the South China Sea. China has been spending double digit increases of their Military budget for the last decade, this year they are only spending $150+Billion. Three aircraft carriers, 2 - 10K+ton destroyers, and building more nuclear/diesel missile subs. While the USA and UK are CUTTING their Military budgets.

The next World War will be for access to natural resources.

Stacy I agree , however we do not have enough of the minerals to cover our needs; they are used in everything from lasers, lighting ,computers,x ray machines, tsa scaneers, batteries etc. What we are seeing is China no longer trusting the American dollar, they want it replaced with SDR'S, based on their currency and the euro; they are dumping dollars as fast as they can, yesterday the Tresuary borrowed 800 billion from the Fed, to prop up the dollar; I believe we are in for a massive de-valuation of the dollar, it is not going to be pretty!

stacy - why should it surprise anyone that china is acting like a bully. The US has acted much like a bully to many nations over the years with respect to that nations policies on civil rights and liberties. Perhaps our state department still believes that sanctions can be applied against anyone based on our previous economic and technological might.

Just prior to the recess for congress to go home and run their re-election campaigns the house passed a bill requesting that china allow their currency to rise in value and therefore create a more favorable balance of trade (as seen by the US) with us. Apparently this is just one response that china has for this bill.

Perhaps, if the american consumer stops buying so much "made in China" more equitable trading would come about.

    Well fellow Americans, we have heard of this before and I remember past ACRobertson comments concerning China and rare earth materials and China's military build up. He is correct in his research and comments about China both now and in the past. I am urging Americans to start concerning themselves like ACRobertson, strega, myself and a few others who take the time to contiplate on what China is really up to. This is a serious subject that affects the United States both currently and more seriously in the future.

    As Strega pointed out, China is not a friend or "business" partner. When China started it's opening up policy it was looking to aquire western technology and know-how. Western companies, in which the US is one of them, rushed to China in hope of profiting from a new consumer market measuring in the hundreds of millions. What these companies got was China's demand for licensed or joint manufactuered western products in order for the right to market the products in China. Now every single industry segment has a Chinese competitor as China "used" these demands to aquire technology. The Chinese are not "stupid" people. They took advantage of this trade agreement and after learning western technologies from the licensed/joint-venture production agreements they have formed their own companies to compete with the very western firms that "fell" for this arraingment. China has stated they intend to create "world brands" and they are succeeding in this. Recently, China introduced to the world a commercial airline regional jet to compete with Bombairdier/Embraer. China has announced the work of a larger airliner to compete with Airbus and Boeing. Remember, Boeing is the United States' only major exporter. Boeing represents America's last industry it leads the world in (aerospace) and that lead is eroding. As I recently said before, the Chinese are not "stupid" but extremely smart. They graduate many more engineers than the US and most US companies have now went from simple production of products to design and engineering in China. China now has production capabilities across all areas of consumer and capital goods, something neither the US or any other nation can claim.

    The above has provided many advantages to China's military. In addition to increased spending on it's military (helped by the huge trade surplus with the rest of the world, especially the US), it's new weapons systems are far more advanced due to acqusition of western technologies. China has now developed an ASBM which is capable of destroying a US aircraft carrier and several other advanced weapons systems are being developed. China also has the ability to lauch unmanned systems into space and intends on manned missions to the moon and beyond.

    As we can see, China has become extremely powerful and it does not intend to stop. And as this story covers, China controls or seeks to control the world's supply of rare earth materials as well as the dwindling supply of energy reserves. China needs rare earths as well as energy to sustain it's modernization programs, growth and it's intent to become the world's number one superpower. China is dangerous and cannot be trusted and I am afraid that China will stop at nothing to achieve it's goal of becoming the successor to the United States as the worlds dominant superpower and I am afraid that a major conflict will happen in the future and the US will not fair well in it's outcome.

      ScienceDaily (Nov. 18, 2010) — Approximately 13 million metric tons of rare earth elements (REE) exist within known deposits in the United States, according to the first-ever nationwide estimate of these elements by the U.S. Geological Survey.

      We have deposits available. Now that there is sufficient demand, cleaner extraction technologies need to be employed so that we don't stink up our own backyard as we dig this stuff out the ground.

        Not so easily done. These rare-earth minerals are in fact elements, thus can't be synthesized. Most of the world's deposits are concentrated in China. There is one mine in the U.S.A. in upstate New York, I believe, that was closed years ago, because there is so much industrial waste from the extraction process.

        However, there ARE mines with rare earth elements in Australia, and a few other parts of the free world. But that brings up the second issue: most of the world's knowledge base about rare earth metals is concentrated in China (if allowed, I'll leave a link to something I wrote about this subject a few months back: http://myindigolives.wordpress.com/2010/05/17/rare-earth-metals-shortage/) with Chinese-resident material scientists, geologists, geophysicists etc.

        However, that is one thing that we CAN do something about: I've read reports from universities in the U.S. requesting funding for education and training programs in these fields, and government and U.S. industry has listened. We can catch up, and are in the process of addressing this issue already.

        Sorry, one more thing. I agree, Stacy, it does seem very much like China is being a bully at the moment. They are in a position of great relative strength, and are making us very aware of it...

            They treat their own people like slaves, how will they treat us? Most favored nation status, Thanks Ronny! To get back on track: tariff all products from China, then the government directly (not let the hogs get their hands on it) lend this money out to small businesses who will again make products in USA. But to only small start up companies, not to the large companies who moved to China and deserted us for the huge profits in importing Chinese products. It might be more expensive but at least we will have good paying jobs once again, maybe even afford a house? There are presently more luxury yachts per ca-pita, than ever before in the history of the world.

            BTY - The majority of this is for the magnet used in the electric motors to drive the vehicle. Just another thing that makes these ECO-Nut vehicles, NOT Eco-Friendly.

            Paradoxically, a LOT less. The Prius uses two permanent magnet DC motors, and a NiMH high voltage battery, it is the permanent magnets and NiMH batteries that contain almost all of that 50 lbs of rare earth metals. The Volt and the Leaf, on the other hand, are using AC Induction motors and LiIon batteries, neither that type of motor nor that type of battery require ANY rare earth metals.

            Toyota is planning a shift away from NiMH batteries, and if they continue to have problems with supplies, they may shift away from permanent magnet motors as well.

                          If the report is correct, China is giving US a taste of its own medicine.

                          US has been using embargo as a potent weapon to make china to toe american lines. Any high tech products that have dual applications are banned for export to China. So it is perfect for China to do the same.

                          I remember several years ago when a US plane was forced down onto a Chinese island and they decided to keep the airmen as an example. That quietly came to an end when Americans just decided to not buy the "made in China" label. It was not an organized effort, just a spontaneous reaction. Walmart execs and other US retailers let the Chinese know that they really shouldn't mess around. That could very easily happen again. China may be moving towards a more domestic oriented economy but they are not there yet. They still need a market for their stuff and we are it. Trade wars go both ways, so don't get cocky China.

                                Yes, they are really a bully. And much more, they are soooo greedy.. they dont want to value their YUAN fairly (to gain advantage of the trade), and then they will ban exports of their minerals.. They really want to weaken US and make other nations bow down to their will.. what a bully, cocky and greedy nation.. They are sooooo arrogant just because they are now the second largest economy.. If we don't do anything about this arrogance of China, we will end up on their feet..and I can't take it.. Their economy was propelled by their unfair trading, unfair valuing of yuan, cheating, and piracy.. All china do on these days was because of their greed.. what a greedy nation.. They even wanted to claim every islands in the China sea. And even some parts of India, North Korea, Vietnam, Thailand.. Their claims to the islands in the South China Sea was very illogical, so absurd.. so greedy...

We as consumers are more to blame than china. We wanted low, low priced products and rejected products made in the USA because of cost (not quality).                                 hey American, all we have to do is stop buying product made in china. we do not need the government to be into it..we have the power to stop. but, what we have over here is the american companies that relocate in china, india and so on. now lets put this way.. Dell computer, macys, and many others, are located in US but send the phone calls to india instead of hire americans to do the job, and we buy from them. the tecn in the computer ,and many other things are made in asia, right? and we have no choice, lets have all the products make in here, 100% of it, and lets see whose going to be better then US. it`s not us the consumer, it`s the american companies, they are greedy, they are getting rich buy useing cheaper labor. china is far from getting rich, or better then US.                                           I sense seething anger! Your comments about greed, corruption, etc. might be lent some credence by the inclusion of some specifics, i.e.;

                                          I personally went the China in 2008 (Shanghai and Taizhou City) to begin relationship with an automobile parts manufacturer. They had collected two shipping containers of used catalytic converters which I was to purchase. I personally tested 10% of the units to determine value. I paid this company a half million US greenbacks and loaded the containers and sent them to Ningbo port for shipment to my facility in the US. When the containers arrived, they had replaced all the units of value with counterfeit ones and manufactured a counterfeit seal with matching number in their own sheet metal shop. This cost nearly half my employees their jobs and nearly destroyed a company I've spent the past 21 years of my life building. My senators, congressmen, the State Department, the Chinese Embassy, and all other entities were contacted to no avail. Yet if I had stolen from a Chinese company my OWN government would have crucified me! You are correct about the greed and corruption in China -- just back it up with facts and leave the rabid vitriole behind. I currently do huge volumes of business with a South Korean firm and find them to be some of the most honest and honorable people I have ever had the pleasure of trading with.

The US seems to be the only nation that has a true "open market" concerning imports allowed into this country. Most nations have protectionist barriers that restrict imports coming into their country particularly American products

                                                    If you actually look at the location of these rare earth materials, they are not that rare. The producers have been run out of business in the USA by the ECO-Nuts.

                                                    The US was the largest producer of rare-earth minerals, through the 1960s until the 1980s. The Mountain Pass rare earth mine in California was the leading producer. In 2002 the last major US producer was closed because of environmental problems. The USA has 13% of the worlds reserves.

                                                    Last year China produced more than 97% of the world's rare earth minerals even though they only have 36% of the world reserves. Until 1948, most of the world's rare earths were sourced from placer sand deposits in India and Brazil. Through the 1950s, South Africa took the status as the world's rare earth source, after large rare earth bearing veins were discovered in Monazite.

                                                    Illegal rare earth mines are common in rural China and are often known to release toxic wastes into the general water supply.

                                                    I was trying, but just couldn't remember the name and location of the rare-earth ore mine that you mentioned, Mountain Pass. I was referring to that in my original comment to Stacy, but got my facts all wrong. It was in California, as you said, NOT in New England! Thanks again for taking the time to share your knowledge.                                                                 Both "light" and "heavy" rare earth elements represent a family of minerals found in commercial products ranging from TV displays to cell phones, as well as green technologies such as hybrid electric motors and wind turbines. For example, the rare earth element neodymium is very magnetic and is used in everything from computer hard drives to wind turbines and Toyota's Prius/GM Volt cars.

                                                                In 2009, the China Investment Corp bought a 17 percent stake in Teck Resources Ltd., which represents Canada's major base metals company. Teck holds rare earth deposits at Iron Hills in Colorado.

                                                                The Molycorp mine at Mountain Pass, California as perhaps the largest non-Chinese "light" rare earth deposit in the world. This mine almost slipped out of U.S. hands unnoticed during a Chinese bid for the U.S. oil company Unocal in 2005. It expects to resume mining at Mountain Pass and plans to produce cerium, lanthanum, praseodymium and neodymium oxides by 2012.

                                                                The Bear Lodge deposit in Wyoming — owned by Canada's Rare Element Resources Ltd — also holds mainly "light" rare earth elements.

                                                                Perhaps the likeliest source of "heavy" rare earths in the U.S. comes from the deposit at Diamond Creek, Idaho, owned by U.S. Rare Earths. The U.S. Geological Survey (USGS) also lists some "heavy" rare earth elements at the company's Lemhi Pass deposits on the Idaho-Montana border.

                                                                Rare earth elements are currently not part of the U.S. National Defense Stockpile, according to a GAO report.

                                                                I, also, am concerned about China and would like to "talk" to others who realize just how important this subject is. I believe most Americans dont realize just what kind of danger the US is in regarding China's rise.

                                                                Is there a way we can "meet" to discuss these and further developments? and do you have a website I can visit if it is devoted to the subject?

                                                                          The old mine in Calif is being reopened and will be in production by 2012.

                                                                          The problem is the final processing will still have to be done in CHINA.

                                                                          There is no processing plants currently in the USA. The projected cost will be $500+MILLION and until this happened, no company in the USA was willing to invest the capital. Maybe now it can be built and a few environmental wavers thrown-in. BHO is good for those, remember the ones he gave BP, and has issued another 19+sence the BP explosion.
